The Department of Education and Early Learning (DEEL), as a representative of the Mayor and City Council, works to improve student outcomes by making investments in schools and the community, including administering and implementing the Families and Education Levy (FEL). The FEL has been adopted by Seattle voters four times, most recently in 2011, with the expressed goals of preparing students for kindergarten, improving academic achievement and closing achievement gaps, and ensuring students graduate from high school prepared for college and career.
The FEL invests approximately $33 million per year ($235 million over seven years) to support the academic success of children through partnerships with schools, early learning and health services providers, and community organizations. Investments in schools are designed to maximize academic results for students performing below standard by allowing flexibility in implementation and intervention design. School-based interventions may include expanded in-school or extended day learning, social, emotional, and behavioral supports, school break and summer learning programming, college and career advising, case management, and support for families.
Investment performance is measured and tracked using academic outcomes and indicators, such as students meeting state standards in reading and math, course completion and grades, English language proficiency, attendance, and discipline. To achieve the desired outcomes, DEEL develops and administers performance contracts and agreements for services, oversees contract implementation, and provides support, guidance, and direction to grantees as necessary. DEEL is a data-driven organization that practices ongoing quality improvement based on results.
To ensure the success of the K-12 team's implementation of FEL investments, DEEL needs the support of a K-12 Planning and Development Specialist 1.
